CAMP BGEN OSCAR M. FLORENDO, La Union, July 19 (PIA) -- The top most wanted person (MWP) in the region was arrested by lawmen from the various units in Ilocos and Cordillera region last Saturday in Baguio City, according to Ilocos region police director Chief Superintendent Franklin Jesus B. Bucayu.
Bucayu identified the wanted person in Region One as Manuel Murao Rivera, 43, resident of Barangay Barraca, Bangar, La Union and a member of the Maala Group, a criminal gang involved in gun running, gun-for-hire and extortion activities in the provinces of Ilocos Sur and La Union.
He said that Rivera was arrested by virtue of three warrants of arrest: for Double Murder, issued by Judge Gabino Balbin Jr. of the Regional Trial Court, FJR Branch 23 in Candon City dated April 15, 2009; for Murder (with no bail recommended), issued by Judge Victor O. Concepcion of RTC, FJR Branch 66 in San Fernando City dated January 4, 2011; and for another case of Murder (aggravated by the use of unlicensed firearm) issued by Judge Manuel R. Aquino of RTC, FJR Branch 34 in Balaoan, La Union dated May 9, 2011.
The arrest warrants were served by the joint lawmen from the Criminal Investigation and Detection Group (CIDG) in Region 1 headed by Senior Superintendent Ferdinand O. Divina and Ilocos Sur’s and La Union’s police provincial offices.
The policemen recovered from Rivera’s possession one (1) caliber .45 pistol (believed to be home made but with original barrel), three (3) magazines for cal. 45, fifty-one pieces of live ammunition for cal .45, one (1) magazine pouch, and a black holster.
Rivera was later brought to Region 1’s CIDG Headquarters in Camp Diego Silang, San Fernando City, La Union for proper documentation prior to turn-over to the appropriate courts.
Bucayu told that Rivera is included in Region 1’s list of Most Wanted Persons (MWP) with a P140, 000 rewards for his capture, and is also in the provincial Top MWP with Reward of the province of Ilocos Sur.
The arrest of Rivera was a major accomplishment in the PNP’s campaign against wanted persons, through Oplan Salikop and Oplan Pagtugis. (ANL/FGL-PIA 1 Ilocos Sur)
