MANILA, Philippines - President Aquino ditched his prepared speech Monday morning during the 10th Student Catholic Action of the Philippines (SCAP) National Leadership Conference in Saint Paul University in Manila, and opted to address the audience extemporaneously.
"Kung napapansin po nyo, wala tayong teleprompter ngayong araw na 'to. Dalawa ho ang dahilan nun: Yung una, hindi ko ho gusto yung ginawa nilang talumpati para sa akin. Pangalawa po, siguro naman dahil last time na may pangulo po ng republika na humarap sa inyo, hindi pa ho kinakasal ang mga magulang ko, siguro naman ay dapat mas malaman at mas madamdamin ang ating sasabihin sa araw na ito," Aquino said at the start of his speech.
This is not the first time that Aquino dissed his prepared speech. The latest was during the load-out ceremony at the AG&P Batangas Heavy Fabrication Yard in Batangas, where the President said he could not understand why his speech was written in English when many in the audience were Batangueños.
Despite this, Malacañang said the President is not unhappy with his speechwriters.
Lacierda said it depends on the mood of the audience and the occasion whether the President would go extemporaneous in his remarks.
He said the President, in fact, met with his speechwriters today to discuss inputs for his incoming speeches.
He explained the speechwriting process: the speechwriters meet with the President for his ideas ahead of an event, drafts are submitted back and forth to the President for his approval, and the President may add more inputs.
"The President is his own speechwriter. At the very end, siya talaga ang nag-fi-finalize ng kanyang speech. Hindi siya unhappy with his speechwriters. In fact, we were just discussing the next few speeches na ginagawa. Depende nga lang yan sa kanyang view kung itong speech ba ay appropriate doon sa venue or sa forum then he will use. Otherwise, he won't," he said.
"He is ultimately the final judge whether to deliver a speech or not. The speechwriters respect the President's decision," Lacierda said.
