MANILA, Philippines – Former auditor Heidi Mendoza on Tuesday told
the House of Representatives that she found a voucher for a P200 million
check signed by former military comptroller Carlos Garcia, but that P50
million "send-off" money could not be found.
The P200 million was a Land Bank check that was encashed in Novemeber 2002 in the UCPB Alfaro branch in Makati City.
Although another account was opened, it contained only P100 million and P50 million deposits.
Iloilo Representative Niel Tupas Jr., chairman of the justice
committee investigating the case, asked General Ricardo David, the Armed
Forces chief of staff, who among the top officials had retired during
that period.
Reading a list, Tupas mentioned Diomedio Villanueva, Frank Cimatu, Benjamin Defensor and Dionisio Santiago.
The former military budget officer George Rabusa revealed that former
chief of staff Angelo Reyes received P50 million as send-off money when
he retired from the service.
Rabusa said that this was a tradition within the military.
Meanwhile, Mendoza appealed to lawmakers to help her ensure her
security, saying her coming out has risked the life of her family.
She said she resigned from her job at the Asian Development Bank effective January this year and was now jobless.
She said she agreed to talk about what she knew because “in my heart
there’s no place for good governance and anti-corruption if I don’t tell
my people what I have discovered in the AFP.”
Mendoza said she and some prosecutors who worked on the case against
Garcia believed that what they had against the former military
comptroller was tight and threatened to walk naked if his case would be
dismissed.
